This important seminar, organized by the National Agency of Equatorial Guinea Horizon 2020, in collaboration with the Ministry of Economy, Planning and Public Investments, had as its main objective to analyze the aspects of productivity in various sectors of the country before 2020. The opening and closing of the work was directed by the Prime Minister of the Government for Administrative Coordination, Vicente Ehate Tomi, and the Minister of Planning and Public Investments, Conrado Okenve Ndoho.
The completion of this seminar is part of the new program established by the Secretary of State for monitoring the Horizon 2020 Program, so that all the Ministries may have a number of staff members able to assess the evolution of the country on its way to emergence. Therefore, this seminar has helped to train a number of officials, who will now collaborate on that evaluation, and which are denominated “sectoral cells” that the Horizon 2020 Secretariat will have in each Ministry.
The meeting lasted two days, and took place from October 28 to 29 at the Hotel Sofitel in Sipopo. In the work carried out, a very important point was also the learning through the review of the file that each Government department must complete and submit to the Ministries to complete the reports on the level of implementation of the National Economic and Social Development Plan of Equatorial Guinea.
The opening ceremony of this work was chaired by the Prime Minister of the Government for Administrative Coordination, Vicente Ehate Tomi, who in his speech highlighted the importance of the seminar. The Executive Secretary of the Horizon 2020 agency, Manuel Nguema Ebang, also spoke, presenting the program to be carried out during the seminar.
In the first session, on the General Panel, the Secretary of State for the Monitoring of the Horizon 2020 Program, Cesar Augusto Mba Abogo, spoke first who stressed the importance of inclusion and economic sustainability and social development of the Horizon 2020 Program.
In the Thematic Panel, the Counselor of the Presidency, Antonio Nve Nseng, presented the historical background for the Economic Planning of Equatorial Guinea, including the First Conference. Then spoke the Director-General of the Agency, Francisca Eyang Ondo Nchama, who stressed the importance of sectoral cells for the Horizon 2020 Program.
On October 29 was devoted exclusively to the technical participants, who settled in working groups for each sector. On this day they examined the proposals and clarifications on the evaluation forms with the section chiefs, under the supervision of a director of each Ministerial department.
At the end of the work, the directors of the departments, along with the seminar consultant, presented a sectoral report agreed upon by consensus for each area, for the preparation of the final minutes concerning the work. These minutes were read by the Minister of Economy and Communication of the Equatorial Guinean Agency for Horizon 2020, Maria del Mar Bonkaka Tabares.
