H.E. Obiang Nguema Mbasogo signed yesterday, October 14, the Decree No. 139/2011 by which the Referendum is called for the Reform of the Constitution of the Republic of Guinea Equatorial. We include the complete text of the Decree in the attached document.
The Decree states that “in view of the experience acquired by the People of Equatorial Guinea, the Political Forces of the Nation and the Political and Administrative Institutions established in the Nation, according to the will of the People to establish political pluralism, since putting into effect the Constitutional Reform of 1991”.
And “whereas, moreover, that the Planned Reform of the Fundamental Law of Equatorial Guinea was already adopted in the Council of Ministers on June 13 and by the Plenary Session of the House of the People’s Representatives in its Extraordinary Session of July 14-15.
By virtue thereof, and for the purpose of the People of Equatorial Guinea being able to materialize their will and legitimate political ambitions through universal, direct and secret suffrage in order to continue developing the Country and the life of solidarity of the Nation in peace and political stability”, the announcement for the Popular Referendum is hereby made, which “will be held on Sunday, November 13, 2011”. The Decree also states that “the electoral campaign will begin on October 28, 2011, and will end at midnight on Friday, November 11, 2011.
This Decree enters into effect on the same date as its signature and publication in the national news media and in the Official State Gazette”.
